Buy the slaves? And how would the government pay for them?

WOW!!! senseless.... phased out? WHAT IS HE TRYING TO SAY? Slaves weren't americans, the only americans were the white men dying? Slavery wasn't phased out anywhere.. Haiti, Jamaica, Brazil.... where in the hell was it phased out?
